2018 Legislative Communication Forum Agenda

You will find the agenda for the 2018 Prospectors Legislative Communications Forum below. Please note that these times are approximate as we may be running ahead or behind schedule. Plan to be in attendance well before your sector. There are 32 applications to present this year! We have allotted 3 minutes for the presentations, and 10 minutes for Legislators to ask presenters questions.

If you have not turned in your handouts – provide 7 copies – hole punched for the notebooks. These notebooks are given to the Legislators, Governor, Lt Governor and Prospectors to use during Grant County Day and the legislative session. If you have a slideshow or PowerPoint provide a jump drive.

All additional materials and visuals must be handed in to Priscilla or Kim BEFORE your sector starts!

The application to present at the Prospectors 2018 Legislative Communications Forum is now available.

    • We invite the public to attend to learn about legislative issues and funding needs in Grant County.

2018 Capital Outlay Workshop

2018 Capital Outlay Workshop was held today with Priscilla Lucero from SWNMCOG and Wesley Billingsley from the NM Capital Outlay Bureau facilitating. Entities from local government, education, healthcare and non-profits were in attendance.

2018 Capital Outlay Workshop

Capital Outlay Bureau (COB) is responsible for coordinating the funding and administration of capital projects under the Statutory Authority of the State Budget Division, Department of Finance and Administration. COB works closely with Executive Agencies and Governor to prepare the Executive Capital Budget. COB is responsible for administering the capital budgeting process, this includes:

Processing of the Capital Appropriations Bill
Maintaining the State Capital Projects Monitoring System
Monitoring the expiration dates of all capital appropriations
Ensuring timely reversions of expired appropriation balances

In addition, COB provides training assistance and oversight to agencies on the planning, project management, and administration of capital projects appropriations.

Legislative Finance Committee Visit

The Legislative Finance Committee held their September 24 and 25 meeting in Silver City at Western New Mexico University before traveling to Deming for the last part of their visit.  The Prospectors along with Western New Mexico University hosted the committee for the visit in the WNMU Miller Library. Co-sponsors were HMS, Border Area, Grant County Democratic Party, PNM and Southwest Council of Governments. The coordinator for this event was Prospector Evangeline Zamora, along with Bruce Ashburn. Prospector President Mischa Larisch participated in giving welcoming remarks to the members of the committee. Local Legislators in attendance were Senator Howie Morales, Representative Rudy Martinez and Representative Rebecca Dow.

National History Day Students from Silver High School made a special appearance at the meeting on Wednesday.

Legislative Health & Human Services Committee Visit

The Legislative Health & Human Services Committee meeting was held July 10 and 11, 2018 in Silver City. The Prospectors hosted the committee along with Hidalgo Medical Services, Grant County and Southwest Center for Health Innovation. Boutique Air and Gila Regional Medical Center were also meal sponsors. Prospector Kim Clark was the event coordinator, Prospector Dan Otero was the location host, Prospectors Charlene Webb and Charlie Alfero welcomed the committee as sponsors. Local Legislators Rudy Martinez, Dist 39 and Rebecca Dow, Dist 38 were in attendance for the meeting.

Grant County Candidate Forum

The Grant County Prospectors and the Silver City Regional Association of Realtors will be holding a Candidate Forum September 18.

These groups held a successful forum on the 2016 general election and have come together to host candidates for the District 6 Judicial, Grant County Commission, Grant County Sheriff and New Mexico State Representative races.

The Forum will be hosted at Western New Mexico University in the Besse Forward Global Resource Center.
